This condition grows to the point at which all payments are late. The owner is in default but the bank has not taken the step of foreclosure for a variety of reasons. This is only true if the house has not been vandalized, by not being occupied. Often the pre foreclosure listings find their way onto the foreclosure market. Those that have defaulted or missed many payments are unable to afford the home even with some sort of bank or government workout. They have lost their jobs or have excessive medical bills which along with the home cannot be paid. It is tragic but someone must take possession of the home and will do so eventually.
